The Academy/Vanguard project is being considered for funding through the Anchorage Metropolitan Area Transportation Solutions (AMATS) program.  Work on the project is on hold until it is accepted into the AMATS program.  For additional information, please contact Russ Oswald at 343-8196.


The existing Academy Drive and Vanguard Drive roadways were not built to handle the anticipated traffic from the proposed 92nd Avenue (Scooter Drive) grade separation at the Seward Highway. The Seward Highway: O’Malley Road to Dimond Boulevard Project, designed to alleviate congestion in the Dimond Boulevard/Seward Highway area, is being managed by the Alaska Department of Transportation and Public Facilities (ADOT&PF). The MOA project team was tasked to evaluate various transportation network alternatives to find a logical and efficient link between Academy Drive and Abbott Road that will safely accommodate increased vehicular, pedestrian, and bicycle traffic generated by the ADOT&PF’s Seward Highway: O’Malley Road to Dimond Boulevard Project.

The Academy/Vanguard Drives Area Traffic Circulation Improvements project began in late 2011. The first step of the Academy/Vanguard project was to define the problems to be solved and prepare a Concept Report that documents the public process, issues identified by the stakeholders, and conceptual alternatives to carry forward to the Design Study Report Phase. The Concept Report was presented to the MOA Planning & Zoning Commission in March of 2012. In March 2014, a Draft Design Study Report was completed followed by the 35% Design Drawings completed in October 2014. The 65% design is expected to be distributed for review by the spring of 2017.
